The answer is that removing the VIN plate from any vehicle is a felony and trying to put the same VIN on two separate vehicles to save insurance and registration is fraud. Chop shops are illegal.
If you piece together a bike from various parts, you can get a new VIN for that bike, but you may be required to catalog certain parts for the DMV so that they can make sure nothing is stolen.

If you want to know how much the insurance is, just call some of your local insurers, give them the VIN, and you'll get a quote over the phone. Or just ask the owner how much he pays.

Fraud...yikes. Fun. Guess it'd be similar in australia eah. But I Figured i may as well change the vin while i'm chopping the frame because I don't see how it'd easily get picked up...? I can't ride two bikes at once.

Guess another $400 a year it is
